ABOUT THE POSITION
The County of Riverside seeks candidates to fill positions throughout Riverside County. A list of eligible candidates will be established to fill current and future vacancies.
The County of Riverside’s Human Resources (HR) department has an opportunity for a Business Process Analyst II – CN (Confidential Non-Exempt), to support the HR Business Systems Solutions unit. The Business Process Analyst will be responsible for analyzing business processes, evaluating available technology solutions, and making recommendations for process improvements. The recruitment for this position will remain open until filled.
The ideal candidate for this role will possess experience with managing Content Management Systems (Drupal and SharePoint) and experience with configuring SharePoint lists, workflows, web parts, and site permissions. Desirable expertise also includes proficiency with tools such as PowerShell, SharePoint (SPFX), Microsoft Power Bi and MS Power Platforms Solution.
The Business Process Analyst II – CN (Confidential Non-Exempt) is the full journey and advanced working level in the Business Process Analyst series. Incumbents are responsible for complex studies and projects requiring exacting research, analysis, unusual or original solutions, and interdepartmental or interagency relationships. Incumbents perform varied assignments including serving as specialists in highly technical areas with a high degree of independence and may serve as a functional team leader, whereas incumbents in the Business Process Analyst I – CN class perform the full scope of assignments working under limited supervision.
Employees in a Confidential designated class are defined by Section 3.b. of the Employee Relations Resolution, as “any employee who may be privy to the decision-making process of County management affecting employee relations” and are only authorized for use within the departments of Executive Office, Clerk of the Board, County Counsel, and Human Resources.
This confidential designated positions receive a confidential differential of 2.71% addition to base pay for hours worked (up to 80 hours in a pay period).

EXAMPLES OF ESSENTIAL DUTIES
• Configure and manage SharePoint application features, functions, and services
• Conduct routine SharePoint Site Collection Administration tasks, including site creation, management, library and list, workflows; user permissions, content types, columns and content management.
• Develop, create and share reports that summarizes activities and the current status of site collection parameters.
• Contributes to the creation and front-end development of SharePoint & Power Platform solutions by aligning with the guiding principles of Agile and SCRUM methodologies.
• Hands on experience on PowerShell Script, SPFx framework, Power Automate, Power Apps, MS Teams, and other Microsoft O365 collaboration tools.
• Contributes to roadmap execution, including taking a lead role in multi-track project plans, communicating updates to stakeholders, management, and providing weekly reports.
• Coordinate, participate, and may lead others in the design and evaluation of business processes required for the implementation of enterprise systems and upgrades; analyze new components to determine if previously modified processes can be eliminated or if new components will also require modification; participate in system testing to ensure that the new release provides the expected results throughout the business cycle.
• Evaluate requirements and develop design specifications for new or modified business processes; evaluate existing County business process models to identify potential areas for automation and streamlining; design and implement resulting automated processes.
• Coordinate with business process managers to adopt system changes needed for new/modified public programs and services; test all changes prior to final implementation to ensure appropriate results.
• Design, implement, and maintain system set-up tables and parameters to ensure compliance with state and federal requirements; interpret and analyze new or updated regulations to identify needed system changes.
• Identify and resolve production problem areas and correct system set-up when production errors are identified; work directly with vendors for resolution of underlying system program problems; search corporate web sites for posted resolutions and fixes to resolve identified problems; coordinate and prioritize all jobs and may delegate workload among Business Process Analysts and Specialists.
• Coordinate and implement system security; approve departmental requests for access to enterprise system; coordinate network security and installation requirements with the Information Technology Department.
• Maintain context-sensitive on-line help reference to reflect the most current structure within the system.
MINIMUM QUALIFICATIONS
Education:Graduation from an accredited college or university with a Bachelor’s degree in business or public administration, human resources, finance, computer science, information systems, or a related field. (Additional qualifying experience in a functional support area may substitute for education on the basis of 30 semester or 45 quarter units equaling one year of full-time experience.)

Five years of progressively responsible work which would demonstrate possession of the knowledge and abilities listed below:
Knowledge of: Principles and practices of human resources, or other enterprise functions; project specifications development; application design; data modeling techniques; application of industry/corporate standards and conventions for systems analysis and quality assurance; installation, testing, and migration process and techniques; use of packaged/off-the-shelf and third party application software, including office automation tools.
Ability to: Write/modify technical and user documentation; prepare flow process diagrams and other design graphics; use basic principles, practices, and processes for the maintenance and enhancement of enterprise systems components; gather and analyze data; reason logically, draw valid conclusions, and make appropriate recommendations; speak and write effectively; read, interpret, and apply laws, rules, regulations, standards, and procedures; establish and maintain effective working relationships with others and gain their cooperation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.
VACATION ACCRUAL (Bi-Weekly Accrual):
0 through 3 year = 80 Hours (10 Days)
4 to through 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 days can be taken from use of accrued Sick leave balance).
BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit may be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
