Vice President of School Operations Full Time

Saskatchewan Distance Learning Centre requires a permanent full-time Vice President of School Operations. The position will be located in Kenaston.

Sask DLC is a Treasury Board Crown Corporation, created to deliver high-quality and equitable online learning programs to students across the province. Sask DLC’s head office is located in Kenaston, with an administrative office in Regina, and regional campuses located in Estevan, Kenaston, La Ronge, Moose Jaw, Meadow Lake, Nipawin, Prince Albert, Regina, Saskatoon, Swift Current and Yorkton.

Summary
Reporting to the Chief Executive Officer, the Vice President of School Operations leads the Student Support, Programming, and School Operations portfolios with responsibility for instructional and assessment practices, programming for a diverse student population, school operations, campus and organizational level strategic planning for learning, and human resources recruiting, mentoring and succession planning. The Vice President of School Operations partners closely with the Chief Executive Officer and Vice President of Corporate Services to plan Saskatchewan Distance Learning Centre’s future growth and strategic responses to the current educational environment.

Primary Responsibilities

• Works collaboratively with the CEO in the strategic leadership, organizational development and operational management of all aspects of Sask DLC School Operations. Makes effective contributions to the senior leadership team and the Executive Director management team.
• Works collaboratively with the CEO and VP of Corporate Services in the strategic leadership, organizational development and operational management of all aspects of Sask DLC’s operations.
• Leads the Superintendent Management team, aligning and integrating efforts and resources across instruction, assessment, human resources, learning supports and school operations to provide cohesive and targeted approaches to supporting student opportunity and improving student achievement.
• With executive council colleagues, co-leads the development, implementation and monitoring of the organization’s strategic plan, ensuring alignment with Ministry and sector planning work.
• Develops and oversees implementation of a vigorous learning and school improvement planning process that aligns with the organizational level plan, reliable monitoring and strong reporting practices.
• Develops and maintains current and consistent online instructional practices across all subject areas based on progressive and current research-based best practices. Oversees student assessment practices to ensure meaningful, timely and accurate reporting, follow up on student achievement results and deployment of targeted and effective support services to close learning gaps.
• Leads the design, implementation, resourcing and monitoring of the Sask DLC academic calendar, programs and services within available financial resources and infrastructure.
• Facilitates an equitable range of quality programs, services and opportunities to support the diverse interests and learning needs of students.
• Provides direction for human resource planning, recruitment and placement processes for instructional staff and school-based administrators.
• Establishes policies/practices and monitors results around student engagement, attendance and behaviour, including proactive alternatives to support.
• Participates in school safety planning and emergency/crisis response protocols
• Builds strategic partnerships with other school divisions, First Nations educational authorities, post-secondary institutions, industry and employers that result in innovative, relevant and diverse program options for students.
• Builds and maintains strong, positive relationships with staff, parents, students, the Ministry of Education and other educational partners.
• Performs other duties as may be required or assigned by the CEO.

Corporate responsibilities:

• Works collaboratively with senior leadership and administrative-based staff to develop and support the strategic and operational priorities of the organization and contribute effectively to the work of the senior leadership team.
• Provides leadership to all School Operations executive staff, establishing clear direction and planning processes, aligning work with organizational priorities and standards, integrating efforts with other portfolios.
• Supports and provides direction for mentoring, performance feedback and support, professional development and succession planning for instructional and school administrative staff.
• Prepares written materials for the Chief Executive Officer, public, Ministry and other stakeholders, ensuring accurate, complete, timely and rigorous research, analysis and recommendations or conclusions.
• Actively contributes to the annual strategic plan at organization-wide and portfolio-specific levels, developing outcomes, action plans and targets that move Sask DLC forward.
• Develops and monitors compliance with Administrative Procedures, ensuring alignment between procedures and practices.
• Assists School Operations in the planning and delivery of diverse educational services.

Knowledge, Skills, & Abilities

• Demonstrated abilities in instructional leadership, strategic thinking, adaptive change management and innovative programming.
• Demonstrated ability to make data informed decisions, analyse performance results and develop responsive action plans to improve service delivery to campuses and students
• A proven understanding and commitment to achieving the provincial education sector strategic plan priorities in Pre-K to Grade 12 education.
• Understanding of the principles and practice of policy development, implementation, evaluation and monitoring.
• Excellent working knowledge of current research in best practices for 21st century teaching, learning and operations from a classroom, campus and administrative office perspective with sound organizational and project management skills.
• Theoretical and practical knowledge of human resource development, management, succession planning and performance evaluation processes and practices
• Exceptional interpersonal skills with the ability to build and maintain positive relations with administrative office and campus-based staff, Ministry of Education, communities and other stakeholders.
• Ability to demonstrate positive and productive visibility and presence in campuses and communities.
• Ability to anticipate, forecast and proactively prepare for change within the organization and sector.
• Ability to operationalize the strategies identified in the Strategic Plan in a timely and effective manner.
• Ability to work in an interdependent team environment, incorporating input from a variety of perspectives and sources.
• Ability to plan, direct, and coordinate activities of diverse teams and cross-functional groups.
• Ability to communicate effectively in both verbal and written forms.
• Knowledge of financial management principles and their application in a large and complex organization.

Required Experience and Education

• Typically, the knowledge and skills required for this position would be obtained through the successful completion of a university degree in public administration, educational administration or related discipline, or an equivalent combination of education and experience. A relevant master’s degree in educational administration is considered an asset.
• A minimum of ten years of successful experience that demonstrates analytical and organizational abilities combined with at least five years of senior level management, administrative and supervisory experience.
• Experience in an educational institution is an asset.
• Demonstrated experience in managing teams of professional and administrative staff and leading progressive change.
• An equivalent combination of education and work experience will be considered.
